PLYMOUTH — Executive Director Vicky Butler is pleased to announce that Plymouth County Outreach (PCO) has been awarded a Comprehensive Opioid, Stimulant and Substance Abuse Site-based Program (COSSAP) grant that will fund PCO’s operations through September 2025.

The grant, awarded by the federal Bureau of Justice Assistance (BJA), totals $1.2 million and will allow PCO to expand current operations and allow the organization to expand its efforts to reach more people and prevent fatal overdoses in Plymouth County. This is the third BJA COSSAP Grant PCO has been awarded since October 2018. 

With the funding, PCO will be able to hire additional staff members, open a walk-in office location and implement a new countywide first responder training curriculum to provide additional tools to promote positive engagement and response when working with individuals who use drugs.

PCO is currently hiring for two new positions that will support its mission to provide compassionate, judgment-free support while reducing overdose fatalities. Both positions will service 27 municipal police departments in Plymouth County.

Training Facilitator:

PCO is seeking a motivated, highly organized individual to coordinate county-wide training for first responders, oversee all PCO social media content and dissemination and support the program manager and executive director.

Duties and Responsibilities:

  • Develop and implement communication plans as determined by the Program Manager through earned and social media
  • Facilitate county-wide training for first responders
  • Assist in the maintenance of the membership priority community work groups
  • Establish and maintain productive and effective relationships across diverse sectors of the community, including law enforcement, partner organizations, municipal leaders, etc.
  • Enhance and promote community engagement
  • Assist in hosting workshops, training, conferences, and other activities
  • Maintain social media presence around outreach initiatives
  • Establish partnerships across diverse sectors of the community

Recovery Coach:

PCO is seeking a full-time Recovery Coach with a strong knowledge of Plymouth County’s substance use and behavioral health resources. This individual will interact with members of the community with the purpose of breaking down the barriers to services and making resources more accessible to community members as outlined in the PCO model.

In addition, this individual will be responsible for conducting follow-ups alongside PCO outreach officers as well as conducting long-term follow-ups with various high-risk individuals, including individuals living in overdose hot spots and individuals identified through the Tier 2 initiative. This individual will also be responsible for data input.

The Recovery Coach will use their lived experiences along with their knowledge of available Plymouth County Services and resources to guide individuals looking to make any positive change and improve their quality of life.

Responsibilities:

  • Must maintain appropriate ethics and boundaries
  • Will educate individuals on all resources available based on their expressed needs
  • Assist with Tier 2 caseload
  • Conduct targeted outreach in overdose hotspots throughout Plymouth County
  • Conduct community Narcan training for various groups including but not limited to schools, businesses, apartment complexes, hotels, community groups
  • Distribute Naloxboxes to publically accessible buildings
  • Conduct post-overdose follow-ups visits alongside Plymouth County law enforcement
